LEAGUE BY-LAWS

 

Article I:  Name

This organization is the Cherokee Chicks Golf Club, a ladies, 12 month, 18 hole golf league at Indian Hills Country Club.  Fiscal year runs from November 1 through October 31.  

 

Article II:  Purpose

The purpose of the Association shall be to organize and conduct golfing activities for its members in accordance with the USGA Rules of Golf and any local rules that might apply at Indian Hills. 

 

Article III:  Membership

Section 1:

This shall be a 12 month, 18 hole, golf league.  There shall be a maximum of 90 members.  A waiting list, if necessary, shall be maintained by the membership chairperson to bring in prospective applicants. 

 

 

Section 2:  Handicaps

All new members must have an established computerized USGA GHIN index of 36 or less. 

 A maximum of 33 strokes will be given during tournament play, regardless of an increase in handicap.  A maximum of 25 strokes will be given to players playing from the orange tees regardless of an increase in handicap.  All league players must be paid up members of the GHIN handicap system and maintain a current rating by posting all rounds played on USGA rated courses. 

 

 

Section 3:  Tournament Eligibility

For a member to be eligible for the Whiston Cup (Low Net) Tournament to be held in January, they must have played seven (7) league rounds at Indian Hills from the beginning of the previous Whiston Cup.  For a member to be eligible for the Club Championship (Low Gross) Tournament to be held in March, they must have played seven (7) league rounds at Indian Hills from the beginning of the previous Club Championship.  A separate game, within the two above-mentioned tournaments, for ineligible members will not be played.  Note:  Whiston Cup Tournament was named in honor of our first leader and founder of the Cherokee Chicks, Phyllis Whiston.  Phyllis sadly passed away June 18, 2010. 

 

Article IV:  Dues and Member Obligations

 

Section 1:  Dues

Dues will be collected annually and are to be paid in full to the League Treasurer by October 1.  Dues will be used for prize money, league expenses, and two luncheons. 

 

Section 2:  Member Obligations

Advance sign-up is in the preceding month.  Each player is obligated to keep the sign-up sheet up to date.  You must advise the weekly pairings chairperson of any changes to the sign-up sheet.  In the case of a cancellation, the pairings chairperson must be notified at least 24 hours in advance -   that is by 8 a.m. on Monday.  Please note that inclement weather or dissatisfaction with pairings is not an acceptable reason for cancellation.  In emergencies, the Pro Shop may be called on the morning of the day of play.  If you have not signed up and you show up to play, every effort will be made to include you in the days play; however, play is not guaranteed. 

 

Section 3:  Guests

Members may bring one guest a month.  The same person may not be a guest of any other member in the same month.  Guests do not participate in the days play nor are they eligible for prizes.  The one-guest-a-month restriction does not apply from June 1 through September 30.  Please note that guests are not allowed during the Club Championship or the Whiston Cup.  

 

Article V:  Meetings

1.     Every effort will be made to have a general meeting in December with a luncheon. 

2.     An annual luncheon of the membership shall be held in the spring to receive information, elect officers, and conduct any other appropriate business.  There will also be a presentation of awards at this meeting. 

3.     Special meetings may be called by the president with reasonable notice to the membership. 

4.     One-third of the membership shall constitute a quorum of any general meeting. 

 

Article VI:  Government

The control and management of this association shall be entrusted to a Board of Directors comprised of the elected officers.  The voting members of the Board of Directors (Executive Committee) are the President, Vice President, Second Vice President, Secretary, Treasurer, and immediate past President.  Additional non-voting members include chairs of all standing committees designated by the President. These include, but are not limited to the Nominating, Hole-in-One, Rules, Scoring, Publicity, Membership and Weekly Pairings chairs.  The Board of Directors shall have the power and responsibility to determine the policies and general direction of this association in accordance with its bylaws.  The Executive Committee quorum is a majority vote to institute policy decisions which will be voted on by the general membership. 

 

Article VII:  Officers and their Duties 

The officers of the association shall be the President, Vice President, Second Vice President, Secretary, and Treasurer.  The officers shall be designated by the nominating committee and will be elected by a majority vote at the annual meeting for a two-year term.   Officers must be year-round residents in order to provide continuity to the membership.

1.     President:  Shall be the general executive officer of the association and shall preside over all meetings.  She shall be an ex-officio member of all committees and represent the association when necessary.  She shall review the prospective waiting list to ensure they meet the membership requirements.  She will also supervise and oversee the association’s annual budget. 

2.     Vice-President:  Shall assist the President in the performance of her duties.  She shall assume the duties of the president during her absence.  She shall serve on all standing committees and perform any other duties assigned to her by the President. 

3.     Second Vice-President:  Shall assist the President and Vice-President in the performance of their duties.  She shall assume the duties of the president during the absence of both the president and the vice president.  She shall serve on all standing committees and perform any other duties assigned to her by the President. 

4.     Secretary:  Shall record minutes of all general and executive meetings and retain all records of the association.  She shall prepare the membership booklet. 

5.     Treasurer:  Shall collect the annual dues, keep accurate records of income and expenditures, pay bills as required, and prepare reports for the Board as needed.  She shall maintain an up-to-date membership list and a record of the weekly winners and amounts.  She shall oversee the Hole-in-One, Chip In, and 50-50 monies. 

 

Article VIII:  Chairperson Responsibilities and Standing Committees

 

Section 1:  Pairings

She shall prepare the annual schedule of events for the league with input from the Executive Committee.  She shall arrange weekly pairings schedule. 

 

Section 2:  Handicap/Scoring

She shall revise member handicaps each month from the GHIN System.  She shall prepare the handicap and flight lists and update the play books.  She shall be responsible for the weekly scoring of events as obtained from the score cards. 

 

Section 3:  Publicity

She shall award prizes weekly as determined by the annual budget and maintain records for these events.  She shall post results and send same to area newspapers. 

 

Section 4:  Rules

She shall review rules with the general membership in discussions or through notices.  The chairperson shall preside over rule interpretations with assistance from the USGA Rules, the Executive Committee, and/or the Club professional. 

 

Section 5:  Nominating

Shall be made up of a maximum of three league members who shall submit names and potential candidates for an officer position of the association.  A copy of the slate shall be posted before the annual meeting.  The chair of this committee shall also call for any nominations from the floor at the time of the election.  Voting shall be written ballot if there are two or more candidates for any office.  

Article IX:  Term of Office

1.     All officers shall be elected to serve a two-year term.  There shall be no maximum number of terms served. 

2.     All committee chairs shall be appointed by the President with input from the Board of Directors for a term of one year. There shall be no maximum number of terms served. 

3.     The Board shall have the power to fill any vacancy in their number until the next election. 

 

Article X:  Amendments

The bylaws may be amended at the annual meeting or at a specially called meeting by a simple majority.  Notice of proposed changes must be circulated two (2) weeks prior to the vote. 

 

Article XI:  Indemnification

The Association may indemnify the Board and its committees against liabilities including judgments, settlements, penalties, fines, and reasonable expenses incurred with respect to any threatened, pending, or completed action/suit. 

 

Article XII:  Tournament Payout

In order for there to be a tournament payout at least one-third of the members signed up to play on given day complete 18 holes of golf.

 

Article XIII: External Match Play Teams

Cherokee Chicks league shall sponsor match play teams in the Treasure Coast Challenge Cup each spring and BiCounty League  in the fall with play to occur at Indian Hills as the home course.  Participation is handicapped based.   In order to be eligible for team membership, each golfer must be a member in good standing in the Cherokee Chicks league.  This includes:

1. Membership in the Indian Hills GHIN Handicap with a verifiable handicap

2. Eligibility for participation in Club Championship (includes participation in at least seven league rounds from previous year's championship.)

3. Posting of all rounds played in the GHIN system.

4. Meet membership qualifications of the BiCounty and Challenge Cup bylaws.
